This context and problem analysis attempts to describe a correct and complete analysis of the situation in the Hambantota district. The analysis focuses on health, educational and socio-economical issues. The situation is interpreted according to the views, needs, interests and activities of the different parties concerned (local authorities, the SFFL and the beneficiaries: the fisher communities). Information is gathered from different resource persons at Hambantota District, Division level and GND/village level. At village level a survey is done among 108 women, 47 youngsters, Bikkhu’s and school principals of 10 fisher communities (3 non-SFFL-member villages and 7 SFFL member villages).Besides this, all most all Grama sevaka’s of fisher villages have been surveyed.
The tsunami has had an immense impact on the Hambantota district. It not only directly affected thousands of families; many more families were damaged by the catastrophe. Although this SFFL Hambantota development plan does not include Tsunami rehabilitation activities, the effects of the Tsunami on the economical and social life of people cannot and will not be neglected in this plan.
In the following paragraphs, first a brief outline is given of the population of the fisher communities. Next, the health, education and socio-economic situation in the Hambantota district is described.
Surveyed villages: member villages: Kirinda, Andaragasyaya, Godawaya, Hungama, Kahandamodara, Welipantavila, Badagiriya. New villages: Pahajjawa, Hambantota West, Madakatiya. In total 108 women and 47 youngsters and 69 Grama sevaka’s were questioned. Some surveys however are incomplete.
