The village organisations of the Federation play a key role in the success of the district programme. The members of the village organisations of SFFL are beneficiaries, but also implementers of the activities. SFFL aims to establish strong village organisations which strive to achieve sustainable livelihoods by tackling the different challenges.  

Each village organisations consists of a village committee and several sub-committees (a health committee, education committee and production group committee), which are responsible for the implementation and monitoring of the activities.  

The staff of the Federation helps the village organisations to address these challenges. Besides this, SFFL staff participates in different platforms outside the organisations in order to make the voice of the Federation heard and to coordinate the programmes: development committee at district level and livelihood meetings at AGA level. At national level the director of the SFFL participates in the planning forum of the Ministry of Fisheries. The early childhood development coordinator participates in the early childhood care and development meetings organised by UNICEF. 

The project purposes of the district plan are divided into 4 target groups: children, youngsters, women and men. For the implementation of the activities however, this distinguish is not always made. More target groups can be involved in the same activity.
