The Social and Economic Resource Centre (SERC) represents the
Federation at district level. It is managed by the district board.
SERC has three different divisions as follows. |

All the village organizations and its development sub committees
fall under Social development Council. The District Social
Development council is the network centre of all the village
organizations. All the chairpersons of the village organizations are
represented in the District Social Development council. They will
elect one of their senior members as chairperson of their Council.
District social council chairperson is one of the board members of
the SERC. The Social Development Council is responsible for village
level development process under all the programmes implemented by
Small Fishers Federation. They will be participated from
pre-planning to plan implementation, monitoring and evaluation and
reap the benefits. Once a month this council meets for its programme
review and makes decisions. The Council secretary is the Social
Development Manager of Small Fishers Federation. The reports will be
sent to Director (Programme) of the Small Fishers Federation. There
will be programmes for early childhood development, Children
development and women development. The programmes are implemented
under the management of Early Childhood Resource person, the social
development manager and the district Manager of the Small Fishers
Federation (DM). The DM is fully responsible for implementation and
reporting of all the programme activities. |

The business councils and the production groups are operating under
the Business Development Centre of the SERC. The district
chairpersons of the 4 production groups are also represented at the
SERC board of Management.

Micro
Finance Center (MFC)___________________________________________________________ |
|
|
| |
The micro-finance centre is the “bank” of the members of the
Federation. The Micro-finance centre was previously run by
members of the fisher communities. However, as the savings
credit and business programmes have been expanding rapidly
both financially and in number of members, the MFC needs to
be run by a professional micro-finance staff to keep the
bank financially viable. The micro finance centre operates
under a Micro finance manager.

Staff of the SFFL at district level is responsible
for the restructuring of the village organisations
and the implementation and monitoring of all
activities by the SFFL in the respective district.
The district manager of the SFFL coordinates all
activities. The programme managers of the Small
Fishers Federation are represented in the SERC board
of management. They are the District Manager, Social
development Manager and Micro-finance manager. The
Board of management of SERC is responsible for the
monitoring of the different activities of the SERC,
but also the village organisations. District staff
is working under the line divisions of Small Fishers
Federation head quarters. All the activities of
Small Fishers Federation is run under the
co-management principles. |
